An unguided bomb falls where gravity and wind take it. Circular Error Probable (CEP) measures accuracy: the radius of a circle in which 50% of munitions land. World War II dumb bombs had CEPs of hundreds of metres. Precision-guided munitions shrink that circle to single digits, meaning a single weapon can do the job that once required dozens of sorties.
